Renovation of Street Lighting and Ensuring Electricity Savings in the Gorje Municipality

Street lighting is an area where relatively high electricity savings can be achieved along with better illumination of the roadways (higher safety and level of quality of street lighting) and lower light pollution levels in accordance with the Decree on Limit Values due to Light Pollution of the Environment.

The Gorje Municipality is the first municipality in Slovenia to have opted for a  contractual form of ensuring electricity savings in the area of public lighting.

The EL-TEC MULEJ company began implementing the project of a comprehensive system approach to planning, administration and management of efficient lighting in the Gorje Municipality at the beginning of 2009.

In the 15 year contract period, EL-TEC MULEJ guarantees a reduction in the consumption of electricity by 40% compared to the figures prior to the renovation.  Public lighting in the Gorje Municipality has been renovated according to the provisions of the Decree. The implemented regulation also provides timed dimming of street lights. During dusk and dawn, street lights illuminate at 100% intensity, while at night, when there is less traffic and the need for illumination is less, the illuminating power of street lights is reduced. Such a regulation also prolongs the lifespan of the lamps, which additionally reduces maintenance costs arising from the replacement of the lamps.

After its establishment and the initial period of managing this efficient street lighting system, a 45% reduction in the consumption of electricity was recorded, which confirmed that the estimations at the project's inception were accurate.

The first such pilot project implemented in Slovenia represents the continuation of previous successful projects of efficient lighting implemented by EL-TEC MULEJ. Through a TPF (Third Party Financing) project provided by EL-TEC MULEJ, Acroni Jesenice upgraded their lighting systems achieving substantial energy savings. For this project of energy efficient lighting, EL-TEC MULEJ was awarded the Green Light Award 2008 (the European Commission, Directorate-General Energy and Transport).

With the effects of the efficient lighting project, EL-TEC MULEJ contributed to attaining the goals of the   Green light programme: “To reduce the energy consumption from lighting throughout Europe, thus reducing polluting emissions and limiting the global warming to improve the quality of working conditions while saving money."
